The California Energy Commission (CEC) updates the Energy Code every three years. On August 11, 2021, the CEC adopted the 2022 Energy Code. In December, it was approved by the California Building Standards Commission for inclusion into the California Building Standards Code. The 2022 Energy Code encourages efficient electric heat pumps, establishes electric-ready requirements for new homes, expands solar photovoltaic and battery storage standards, strengthens ventilation standards, and more. Buildings whose permit applications are applied for on or after January 1, 2023, must comply with the 2022 Energy Code.


Regulatory Advisory: Low-Rise Multifamily Compliance Forms for the 2022 Energy Code The 2022 Building Energy Efficiency Standards (Energy Code), which goes into effect January 1, 2023, introduced new requirements for low-rise multifamily (LRMF) buildings and includes the registration of new LRMF compliance documentation.


The two companies certified as residential data registries are creating systems to process and register the new required LRMF compliance documents. Development is ongoing but will not be ready when the 2022 Energy Code goes into effect. As a result, for LRMF buildings only, there will be no approved data registry capable of registering compliance documentation for this building type until a later date.


The California Energy Commission staff recommends local authorities having jurisdiction (AHJs) take several steps to ensure that permitting for LRMF buildings under the 2022 Energy Code is not delayed. Reference Appendices 2022 Energy Code: Reference Appendices are adopted along with the Energy Code and contain data and other information that helps builders comply with the standards. The Reference Appendices includes sections on weather data, performance of assemblies with insulation, and residential and nonresidential tests and procedures.


Compliance ManualsThese documents, a part of the energy conservation manual, are designed to help the building industry comply with and regulators enforce the 2022 Energy Code for residential, nonresidential, and multifamily buildings. They are written as a reference and an instructional guide and can be helpful for anyone that is directly or indirectly involved in design and construction.


Compliance SoftwareCEC approved software to demonstrate performance compliance with residential and nonresidential provisions of the 2022 Energy Code. Performance modeling allows a user to assess building system performance or different building components against the Energy Code baseline.

The poverty guidelines (unlike the poverty thresholds) are designated by the year in which they are issued. For instance, the guidelines issued in January 2023 are designated the 2023 poverty guidelines. However, the 2023 HHS poverty guidelines only reflect price changes through calendar year 2022; accordingly, they are approximately equal to the Census Bureau poverty thresholds for calendar year 2022. (The 2022 thresholds are expected to be issued in final form in September 2023; a preliminary version of the 2022 thresholds is now available from the Census Bureau.)

The 2022 Scoping Plan for Achieving Carbon Neutrality (2022 Scoping Plan) lays out a path to achieve targets for carbon neutrality and reduce anthropogenic greenhouse gas (GHG) emissions by 85 percent below 1990 levels no later than 2045, as directed by Assembly Bill 1279. The actions and outcomes in the plan will achieve: significant reductions in fossil fuel combustion by deploying clean technologies and fuels, further reductions in short-lived climate pollutants, support for sustainable development, increased action on natural and working lands to reduce emissions and sequester carbon, and the capture and storage of carbon.


The California Air Resources Board (CARB or Board) circulated the Draft Environmental Analysis (Draft EA) for public review and comment for a period of 45 days that began on May 10, 2022 and ended on June 24, 2022. After the end of the Draft EA public review period, CARB identified revisions to certain aspects of the proposal that merit revisions to the project description. The recirculated Draft EA includes direction from the Board as discussed at the June 23-24, 2022 Board hearing and direction provided by Governor Newsom in a letter dated July 22, 2022.

The 2022 edition reflects the input of regulatory officials, industry, academia, and consumers that participated in the 2020 biennial meeting of the Conference for Food Protection (CFP) (held in 2021).


FDA encourages its state, local, tribal, and territorial partners to adopt the latest version of the FDA Food Code. The benefits associated with complete and widespread adoption of the 2022 Food Code as statutes, codes and ordinances include:


RSVCDC surveillance has shown an increase in RSV detections and RSV-associated emergency department visits and hospitalizations in all but two U.S. Department of Health and Human Services (HHS) regions (regions 4 and 6), with some regions already near the seasonal peak levels typically observed in December or January. This year, rates of RSV-associated hospitalizations began to increase during late spring and continued to increase through the summer and into early fall. Preliminary data from October 2022 show that weekly rates of RSV-associated hospitalizations among children younger than 18 years old are higher than rates observed during similar weeks in recent years. While RSV activity appears to be plateauing in some places, the timing, intensity, and severity of the current RSV season are uncertain.


Influenza vaccines have been updated for the current season (1). Of influenza A(H3N2) viruses that have been analyzed in the United States since May 2022, most A(H3N2) viruses are genetically and antigenically closely related to the updated A(H3N2) vaccine component. These data suggest influenza vaccination this season should offer protection against the predominant A(H3N2) viruses to date.


Anyone who has not received an influenza vaccine this season or who is not up to date with COVID-19 vaccination should be vaccinated now. Influenza and COVID-19 vaccines can be administered at the same visit. Vaccination is the best way to reduce the chance of illness and complications, including those resulting in hospitalization and death, from influenza and COVID-19. For the 2022-2023 influenza season, CDC recommends influenza vaccination with a licensed age-appropriate influenza vaccine for all people months and older (3). For COVID-19, CDC recommends that everyone 6 months and older complete a primary series of COVID-19 vaccines (4). In addition, CDC recommends that people 5 years and older receive one updated (bivalent) booster, if it has been at least 2 months since their last COVID-19 vaccine dose, whether that was a primary series or original (monovalent) booster (4). This recommendation includes people who have received more than one original (monovalent) booster. To date, uptake of both the current seasonal influenza vaccine and COVID-19 booster vaccines remains suboptimal (5, 6, 7).


On October 19, 2021, the Texas Workforce Commission (TWC) approved distribution of $2.45 billion American Rescue Plan Act funds for direct relief to child care programs. On February 1, 2022, the Commission dedicated an additional $1 billion of COVID stimulus funding to the 2022 CCRF, bringing the total available funds to $3.45 billion.


Eligible providers received an invitation email from TWC with instructions to apply in March, 2022. TWC accepted applications for the Child Care Relief Fund from eligible providers on a rolling basis until May 31, 2022.
